Jermaine Heard, MA

Mr. Heard brings over 27 years of expertise in Utility Investigating, Asset Protection, and Subsurface Utility Engineering (SUE) to CDH Utility Solutions, LLC. His career began at Exelon Corp. (PECO Energy Company), where he developed a strong foundation in utility operations. He also gained an in-depth understanding of the complexities associated with underground infrastructure. After transitioning to the private sector, Mr. Heard expanded his expertise in SUE and Utility Coordination, quickly establishing himself as a leader both in the field and in project operations.

For more than a decade, Mr. Heard has held leadership positions including SUE Manager, SUE Geographic Discipline Leader, and Senior Project Manager. In these roles, he has managed multidisciplinary teams and the flow of critical information from field operations through final project delivery, helping ensure accurate, timely, and high-quality results for clients. His experience includes managing and supporting complex infrastructure projects for multimillion and multibillion-dollar engineering organizations, where his technical knowledge, project management experience, and strategic oversight have contributed to the successful delivery of utility mapping and SUE services.

Mr. Heard holds a Bachelor’s degree in Business Administration with a concentration in Project Management and a Master’s degree in Business with a focus on Organizational Leadership. His combination of formal business education, technical expertise, and decades of industry experience provides a strong foundation for leading CDH Utility Solutions. As President, he is focused on building a company known for quality, accountability, innovation, and dependable client service while developing strong teams and positioning CDH Utility Solutions for continued long-term growth.

Wes Kaisershot, PE

Mr. Kaisershot is a seasoned civil engineer licensed in 17 states, with extensive experience specializing in subsurface utility engineering (SUE), utility coordination, conflict analysis, utility engineering, utility adjustment design, oversight, and construction monitoring and verification. He holds a Bachelor of Science in Civil Engineering from the Colorado School of Mines. Throughout his career, he has developed numerous utility investigations and roadway conflict analyses, effectively applying the Avoid, Minimize, and Accommodate (AMA) approach to utility relocations.

Mr. Kaisershot is recognized for providing clients and peers with cost-effective solutions that meet and exceed industry standards. His comprehensive experience includes work with the Federal Highway Administration (FHWA), Texas Department of Transportation (TxDOT), the private sector, and as a highway contractor. He brings this diverse experience and technical expertise to CDH Utility Solutions, strengthening the firm’s ability to lead and support complex utility engineering and infrastructure projects.

His meticulous attention to detail, deep understanding of federal and state regulations, and experience working across various client and stakeholder levels underscore his expertise in utility engineering processes. Additionally, Mr. Kaisershot’s strong communication and presentation skills are instrumental in coordinating large teams of subconsultants, contractors, clients, and stakeholders, helping ensure the timely and successful delivery of utility engineering projects.

Dr. Scott Gordon, EdD, PLS

Dr. Gordon brings more than four decades of experience in surveying, subsurface utility engineering (SUE), organizational leadership, and business operations to CDH Utility Solutions, LLC. His career began in field surveying and advanced through project management, department management, regional leadership, and national executive roles with regional, national, and global engineering organizations. Throughout his career, he has led multidisciplinary teams supporting complex transportation, aviation, energy, infrastructure, industrial, and commercial projects across the United States.

Dr. Gordon has held senior leadership positions including National Survey Leader, Southeast Regional Survey Manager, Survey and Subsurface Utilities Discipline Lead, Georgia Survey/SUE Manager, and Survey Department Manager. A licensed Professional Land Surveyor in Georgia, North Carolina, and Kentucky, he has extensive experience building and strengthening Survey and SUE operations, developing client relationships, improving quality and operational processes, and mentoring technical professionals. He holds a Doctorate in Leadership and Professional Practice, with post-doctoral studies in coaching and consulting, a Master’s degree in Organizational Leadership, and a Bachelor’s degree in Management and Human Relations. He is also a John Maxwell Certified Coach.

At CDH Utility Solutions, Dr. Gordon supports business development and operations, bringing both technical expertise and a strategic leadership perspective to the company’s continued growth. His focus includes strengthening organizational structure, improving workflows and standard operating procedures, developing leaders, enhancing team accountability, and building scalable systems that support long-term performance. His leadership philosophy emphasizes developing people, building strong teams, and connecting practical field and operational experience with leadership principles that turn vision into measurable results.
